6 Recommendations for Enhancing Citizen Engagement with Mission Ocean & Waters
Based on the synthesis of theory, practical tools, and project experiences presented in this toolbox, we propose the following eight key recommendations for aiming to strengthen citizen engagement in support of the Mission:
- Tailor Engagement to Problem Type
Use the diagnostic tools provided (Figure 2 / Figure 7) to align engagement strategies with the level of complexity, risk, and ambiguity in the problem you are addressing. Prioritise inclusive and empowering approaches for uncontrollable, wicked problems. - Plan Strategically from the Start
Use the guiding questions (Table 1 / Table 7) early in your project development to clarify objectives, stakeholders, ethical considerations, and methods for evaluating engagement impact. - Embed Equity and Inclusion: Who, why, how
Apply the Leave No One Behind (LNOB) principle systematically—identify who is being excluded, why, and design participation methods to overcome barriers. - Integrate Evaluation into Project Design
Select and adapt evaluation tools (Table 10, 11, 12) at the outset. Track both outcomes and processes and adjust as needed during implementation. - Support Deliberative Participation
Foster meaningful participation by supporting structured, well-facilitated processes (see list of tools in Part 5) - Promote Knowledge Co-Production
Encourage collaboration between citizens, stakeholders and scientists. Recognize and value different types of knowledge—practical, experiential, and scientific. - Work Towards Policy Influence
Aim to ensure that citizen engagement outputs are positioned to inform decision-making at local, national, and EU levels. This includes sharing outcomes with relevant bodies and contributing to Mission-wide learning. The tools provided in Section 2.4 / 3.5 and Appendix 4 can help you to consider this. - Share and Reuse Tools and Learnings
Contribute to WaveLinks and other open platforms by sharing templates, tools, and examples from your work. Find the repository most appropriate for your work to be available in the long term. Adapt this toolbox for your context and help improve future versions.
By applying these recommendations, we can collectively strengthen the legitimacy, effectiveness, and reach of citizen participation in marine and freshwater governance and help achieve the goals of the Mission: Restore Our Ocean and Waters by 2030.
